In 2003 the Harbour Trust proposed the creation of a maritime village, combining a working dock with recreational and leaisure facilities, parkland and activities that draw on the site's history. This management plan provides specific details of what is proposed for this precinct. It includes amendments to the plan made in 2007.

Summary of the Management Plan for Woolwich Dock and Parklands

 

Introduction

In September 2003 the Trust completed a Comprehensive Plan for its sites around Sydney Harbour. The Comprehensive Plan sets out a vision for these sites and includes a process for the preparation of more detailed management plans for specific precincts, places or buildings.

A Management Plan was prepared for the Trust’s land at Woolwich Dock and Parkalnds providing specific details of what is proposed for this precinct. This was adopted on 23 November 2004. Subsequently, the management plan has been amended. Amendment 1 was adopted and acme into force on 11 July 2007.

Brief Description & History of the Precinct

The site is approximately 7.37 hectares, located on the foreshore at Clarkes Point, where it overlooks the confluence of the Parramatta and Lane Cove Rivers.

The landform has been highly modified and most of the original vegetation removed with some small remnant patches remaining.

The Goat Paddock has been landscaped and is open to the public. The Horse Paddock is an open grassed area and the dock area contains the historic dry dock, 16 buildings and landing facilities for boats.

In the late 1800s boat building and repair workshops were built on the former farmland on the penninsula. Morts Dock and Engineering Company purchased the site in 1898. Woolwich Dock opened in 1901 and for the next 100 years it serviced ships from around the world. As well as the dock, Morts had workshops, a foundry, several jetties and a pumphouse. In the 1940s a sawtooth-roofed building replaced a number of workshops.

Morts closed down in 1958 and the Army purchased the site in 1963, making use of the dock for launching watercraft and the workshops for repairs and maitenance until they relocated to Townsville in 1997.

Vision for Woolwich Dock and Parklands

The Harbour Trust's vision for Woolwich Dock and Parklands is to create a maritime village - to retain the maritime hub by making the dock and facilities operational again and providing a place to experience the rich contrasts and dramatic historical changes of the area and the dock.

Proposals for the Precinct

The key outcomes contained in the Amendment 1 to the Woolwich Dock Management Plan are summarised below:

  • Enable the proposed waterfront function centre/restaurant building to be two storeys with addtional height and form controls;
  • Incorporate a Trust facility within this building; and
  • Allow the over-flow parking area at the top of the dock to be occasionally used for function-parking in addition to event parking.

The key outcomes contained in the Woolwich Dock Management Plan are summarised below:

  • Provide for public access, site interpretation, education and appropriate community and commercial uses
  • Conserve and interpret the dock as a historic precinct
  • Facilitate the adaptive re-use of the buildings
  • Provide visitor facilities and amenities including parking, walking tracks, lookouts and access to the dock and other historic structures
  • Regenerate and expand the bushland so that the sense of a “green” foreshore is reinforced
  • Achieve a clear and simple park design that maximises the interpretation of the precinct
  • Unify the elements of the dock and parklands - their topography and natural and cultural heritage
  • Provide a network of pathways that link with the existing foreshore walks and the Great North Walk
  • Among other things, the management plan also addresses issues such as the management of stormwater, bushfire risk, and remediation of contaminated lands.
