The Harbour Trust is reimagining the Middle Head / Gubbuh Gubbuh precinct in Mosman.

In 2023, the Harbour Trust completed 2 rounds of public consultation on the Middle Head / Gubbuh Gubbuh Draft Master Plan. The feedback received from these consultations was incorporated into the Middle Head / Gubbuh Gubbuh Master Plan. At the 14 December 2023 meeting of the Trust, the Harbour Trust Board endorsed and approved the plan.

The Middle Head / Gubbuh Gubbuh Master Plan can be found here.

The Harbour Trust is working to develop the detailed staging of the proposals within the master plan, as well as to secure the funding required to complete the vision for Middle Head / Gubbuh Gubbuh. Further community consultation will be undertaken as required as the master plan is implemented.

About the Master Plan

The Harbour Trust’s vision of place for Middle Head / Gubbuh Gubbuh sees the headland as a place of:

  • natural sanctuary, sustainability and environmental care

  • enriched public access

  • enshrined memory, immersive learning and interpretation excellence

  • built form and public domain excellence

  • life and vibrancy – a people place on one of Sydney’s finest headlands.

The Middle Head / Gubbuh Gubbuh Master Plan was informed by many factors, including public feedback from initial public exhibition, alignment with Harbour Trust objectives and the vision for the headland.
