Have Your Say: Exposure Draft Harbour Trust Amendment Bill

The Harbour Trust and Department for Agriculture, Water and the Environment continue to work through the recommendations of the recent Independent Review.

The Department has now placed an Exposure Draft of the Sydney Harbour Federation Trust Amendment Bill 2020 on exhibition for public comment. To view the draft Bill, visit haveyoursay.awe.gov.au.

The proposed amendments will:

  • Empower the Harbour Trust to operate as an ongoing entity.
  • Specify the expertise required for appointment of members to the Harbour Trust to ensure the Harbour Trust is equipped with the skills and expertise required for the future.
  • Increase the threshold for ministerial approval of contracts from $1 million to $5 million.
  • Revise the provisions relating to the approval of leases and licences.

Submissions close on 13 November 2020.

Background information

The Independent Review of the Harbour Trust – the first since the agency commenced in 2001 – was announced by the Minister for the Environment, the Hon Sussan Ley MP, in October 2019. The report on the Independent Review, released in June 2020, contained 21 recommendations regarding the future of the Harbour Trust and its operations, including making the Harbour Trust and ongoing entity.
