2 min read
The public can now comment on the Harbour Trust’s Renewal Project for Middle Head / Gubbuh Gubbuh, located in Headland Park, Mosman, NSW.

In accordance with the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), the Harbour Trust has referred a proposal to the Australian Government Minister for the Environment and Water for a decision on whether assessment and approval is required under the EPBC Act.

This process is managed by the Australian Government Department of Climate Change, Energy, the Environment and Water (DCCEEW). All submissions through this process must be made to DCCEEW and not to the Harbour Trust.

To view documents about the proposal or to make a submission, please go to DCCEEW’s website here.

The deadline for submissions is 25 November 2025.

Further consultation – next steps

Following (and subject to) the outcome of the abovementioned EPBC Act referral process, the Harbour Trust will undertake a further planning assessment and approval process in accordance with its own planning framework where the public will have a 4-week period in which to provide feedback.

Stakeholders will be notified via the Harbour Trust website when this process will take place.
